Could you please try running this:
$ lpinfo -m | grep -i fax
On my system, it prints:
HP/HP-Fax-hplip.ppd.gz HP Fax
If it doesn't print anything, then the HP Fax PPD is not installed into a
directory that CUPS or HPLIP can find. You could try moving the file to,
perhaps, /usr/share/ppd
I have successfully installed my network attached hp officejet 7310
via hp-setup. However the fax function did not install.
Specifically, after I entered the printer and fax info and clicked
next, a popup appeared saying Unable to find HP fax PPD file.
The printer ppd file was located at
/usr/sh
The key was that the gentoo "snmp" use flag is needed if you have a
network attached device. It does (at least) the following.
1. Causes building hplip to require building net-snmp, which
satisfies the libnetsnmp-devel problem.
2. Sets network-build=1 in the configuration file (/etc/hp/hpl

From your hp-check you are missing several required dependencies:
For networking to work this one must be working, which would explain why
HPLIP can't use your network printer.
Checking for dependency libnetsnm
