I have been hunting through the RMF manuals (z/OS V1.7) and cannot seem to find
any information on the PARMLIB input.
Is it possible to point the RMF and RMFGAT STC JCL to a parmlib of my choice?
Or is the PARMLIB that the LOADxx member has the only way to go?

I didn't see your original post about why you wanted to remove the
action bar. So, pardon me if I'm being too simplistic, but if it is so
that your cursor doesn't land up there when using the home key, you can
turn that off via option 0 Tab to action bar choices.
