And just remember the limit on fcp's is 480 subchannels per CEC. This pu ts a restriction on us for 160 ucb's per lpar (in our 3 z/vm lpar config) That also means we have a limit of 160 linux guests using the fcp chipid.

I'm still not sure. I was able shut my test system down, where the SFS server exists, re-ipl without RACF in the CP LOAD module. I could not do the same to the secondary node. This did not change anything. I am still only able to see files and directories which are granted access to public.
