No, it does not require fullscreen CMS. I downloaded it and it works
fine. Your problem is more basic: CMS isn't finding XBROWSE MODULE.

Most CMS commands do not have a corresponding MODULE, they are included in
the CMS nucleus. The CMS fullscreen commands VSCREEN, WINDOW and PSCREEN
you tested do exist: the erromessages tell they need more parameters.
HELP VSCREEN will reveal the secrets.
