I think you need to increase the tablespace that is assigned to this user.
To view the different table spaces do a select over the USER_TS_QUOTAS table
(you will need DBA permissions), using an alter command you can and setting
MAX_BYTES and MAX_BLOCKS to 0 will allow any amount of space.

using JSWDK then it won't serve any content from the "web-inf"

No I don't think JSPs can be precompiled...servlets are used for that
purpose. Infact there is a separate compiler (JSPC) that is internally
called by the server when JSPs are to be compiled.

You're best best is to setup a mailtofax gateway and use the java mail
APIs to send the message.
