How do you measure CPU? Is it FPC CPU or MS-PIC CPU?
show services service-set summary will show you the MS-PIC CPU per
service-set and my guess it could be very different from FPC CPU in show
chassis fpc.

I´d be a good idea to change the cable too just in case

physical problem.
