It's glazing the discs that creates a problem, not the pads. The pads
themselves should be glazed smooth. I have glazed the discs on my other plane
from doing heavy braking on landings. The result is that they require a tiny
bit more brake pressure, but they squeal and howl like the bra

You are referencing the BSA's guidelines. However, the EAA has no such
restrictions. Last I heard, the BSA didn't operate the Young Eagles program.
Instead, if they choose to participate, they are under self imposed
restrictions.

prefer to have wing tanks with a small (say 3 gallon) header tank up
front, to try and avoid a similar major fire in a crash, should
something so unfortunate

enough to be your worst nightmare.

tank matter? Seems to me it's the emergency dump mechanism that improves
safety more than the small size of the tank. I guess a 12 gallon tank will
take 4 times as long to dump as a 3 gallon tank, but how long is that?
