Before making such definite statements about the program, I think you
should learn a little more about it. Legacy isn't ideal but it's
better than others I've looked at, including PAF. Legacy does so much
more - and is continually being developed.

I will answer part of your question. You can add notes to the location. go
to View > Master Lists > Location > highlight the location you are
interested in and then press the edit button on the right hand side.
You can choose to print these notes when doing some reports by including
