Because many users like to have a unique identifier for each record and
Legacy in their wisdom decided to give us

When I looked at the option in tools, renumber RIN's something didnt click and
it looked like I had to renumber each one individually.

Legacy Deluxe has a Tool to Renumber RINs. (Tools > Renumber RINs)
Note it won't use a logical sequence from a starting person to do
this - that's not the purpose of RINs - but it will get rid of holes
if that's what you mean by "out of sequence."
