I look at /etc/X11/gdm/gdm.conf, and I found nothind related to shutdown
except the command line to run the shutdown command ... :(
Here it is :
HaltCommand=/sbin/shutdown -h now
Btw, nothing is documented for me at the head of file only :

its obvious
after making changes do the kill -USR1

Did you restart kdm ?
Also, it is possible that you are using gdm, in which case
you will need to edit gdm.conf
as for inside of Gnome, I don't know how to take that item
out of the gnome menus, but it should be possible.

If you are running Mandrake, then most likely you are also
using kdm. So, find your kdmrc file. Within that file
is a line that enables/disables shutdown. It should contain
enough comments to make it obvious how to do it.

I have an LTSP server running on a mandrake 8.2 upgraded -> 9.0. Currently
all my clients are able to shutdown the server, wich is a little annoying
... ;)
Does anyone know how to forbid server power shutdown from the client, please ?
