It is probably not an issue that affects 100% of users, but it definitely

up, make VO say something else, and when it’s done the volume should pop back

No. If you use option-arrow to add rows or columns before/after, all you are
doing is adding a blank row/column. You'll need to copy/paste or fill to
maintain formula structure within that new row/column.
