It's likely not great for deliverability (especially if you want letters
from China for example).
Deploying MTA-STS and implicit-TLS ports (465) will probably be your
best bet.

What does operational mean in the context of a mailing list like this?
Operational in that an autodidact who has set up a particular MTA and
is having unexpected errors could appropriately use this list as a
place to ask for thoughts and feedback from others running the same

The way it was phrased is completely uninteresting.
If instead you want to ask: what percentage of servers communicate via
encrypted links and what are the regulations in your country /
economic area, then it becomes a policy/standards question and it has
great relevancy, imho.
Otherwise it's ju

Technically, this is possible, but be aware this will break some
systems that don't support TLS or only older
Yes you can, but it depends on the MTA you are using.
In postfix it could be done with a config like this:
/etc/postfix/main.cf[1]:
smtpd_tls_security_level[2] = encrypt
But you will loose legitimate e-mails.

Have you consulted the manual of your MTA as to how you can do so? It is
possible, but you haven't told us what you are using or what have you
tried so far. You can also use MTA-STS, but that will only work with
senders that look for and enforce policies.
