The SRS light is on. Is there a way to test the overvoltage relay? or idle computer or actuator? You just did. Nothing taking power from the overvoltage relay is working right. Replace its fuse, and at least try re-seating the relay. That alone may do it. These older OVP relays are pretty

If you have access to 12V you can pry the switch out of the door panel apply 12V to the center (IIRC) connection then ground to the 1 of the other connections. One will make the window go up the other will make it go down. I suggest you disconnect the battery or remove the fuse to keep from
