Yes, I thought a tiered approach to both drivers license and vehicle rating would be good. Vehicles and drivers with exceptionally good avoidance characteristics would be allowed higher speeds. Particularly high speed cars only allowed for high rated drivers. i gave up on the idea long ago.

My indy has a 1978 300D. The heat does not work and he said it needs a water pump heater. I don't know what that is. If it's the auxiliary water pump, you don't really need it. Unless you spend a lot of time at idle in the cold climates. Bypass it, or at least just unplug it. -- Jim
