Clear coat is another "benefit" (solution in search of a problem) foisted on us by MomBUSA (and/or the EEEPa or its euro equivalent) I suspect it was developed in part to protect the crappy paint demaned by the EEEPA and or its Euro equivalent for low VOC/low air paint. Best to sand it

It's the color coat that is failing, the clear coat ends up unattached when the color coat comes apart, this is why you cannot sand down to good paint and re-coat -- there is no good paint, it's gone. I also prefer solid color paint for this reason, as does my buddy in the body business, it's

Sanding is the only method I know of - but as you mentioned, you risk sanding through the color coat which is just there to lightly cover the primer. Often the color coat will have damage also so trying to patch things is a waste of time & money. Then you run into the problem of matching the

The failure is actually in the color coat under the clear coat. Usually keeping it well waxed (and out of the sun as much as possible) will extend the life of the paint due to more UV absorbtion before it gets to the paint. Repaints tend to fail badly due to inadequate clear coat thickness,
