You really need to review the license requirement page.  It will list who can bid on what based on state and based on what sort of title it has.  In some states, public can bid on anything. In other states, public can only bid if it has a clear title.  In others, public can only bid if it has

A week ago I put a test bid on an SL500 to see if it was open to public bidding. Yesterday, when the same car came up for live bidding, complete with the big red thumbs down symbol to show that I've been outbid on this lot, it says 'you are not eligible to bid on this item'. Huh? It was a
