Trouble getting PPPoE working, any ideas?

I've been trying to replace my ISP provided router with an OpenBSD 5.6 system, but I can't get PPPoE working. Using the userspace pppd daemon on a linux machine appears to work, but no luck using pppoe(4). I did some debugging using wireshark, and for some reason when my OpenBSD system sends the
