You are probably trying to use options not supported by V2.1 on MVS. Also
make sure you specify version 1, I think, for your various data structures

You can even configure SSL as "optionnal" for a channel, so SSL and
no-SSL partners will be able to connect.

that was with less RAM and a higher load so I do not think that is the

You need to set up a user account named, "IBMMQSI2" and make it a member of
the appropriate mqbr groups. Afterwards you need to log-on under this
account, which has privileges to override other users that maybe away.

Create a local user on the Config Manager server called IBMMQSI2 and add it
to the mqm/mqsi groups.
Log on as that user on the config manager server and use control center to
unlock the flow. You may not be able to check in his changes however.
