I heard about this RFC (request for comments?) through the chatlogger.

To start with, I would like to say that, even if Hepburn was created with
the english readers in mind, I would agree any
+1 to using the publicly attributed credit. I can see how having the
various bits of other information available would be cool, but I think
it would be infinitely simpler to open what seems a likely can of
worms. I think the benefit is not worth the additional complication.

The RFC period for this proposal[1] has passed, and so it moves on to
RFV. The RFV period will end on Wednesday, 2010-12-1.
Since the opening of the RFC, some text was added to explain in more
detail where and when to use the non-generic punctuation characters.

I don't understand what the ditto mark is doing there... It's not a
quotation mark and where exactly would we use it anyway?
I think saying to use dashes as they appear on the release doesn't work.
It makes sense to say that for quotes,
