The way that SNMPv3 is designed you can't broadcast SNMPv3 packets
because each packet needs to be authenticated using a key which is
specific to each agent so one packet can't be sent to all agents which
will work.

install NET-SNMP on HP-UX. But HP-UX server was factory installed
with EMANATE SNMP and unfortunately managment don`t allows me to
install NET-SNMP on HP-UX, even installing NET-SNMP as third party
SNMP using EMANATE's prox
