Suppose you wanted to add a user named fred. At the # prompt (you'd be
at that prompt because you're root), you'd type
# adduser fred
# passwd fred
...and when passwd ask
ge your own info if you
are not root. You can as an alternative, use "linuxconf" to do this if you'd
prefer a graphical version. Just look for the appropriate entry.

Basically this is done this way just in case your best friend (grandmother, etc)
is over your shoulder. Then nobody can see your password. You have to type it
twice (using the tab key to retype it) and hitting enter. Remember that root is
the chief. So this security measure is necessary. Also
can't get past that page.
