[newbie] getting apache to server user pages

After a fresh install of 7.2, I can't seem to access /~username/ webpages. (I get a 'forbidden' message) I've changed the /home/username and /home/username/public_html/ directories perms to 755 and the index.html file's perm is 644. What else might I have to do to enable user web pages.

What's the 'trick' to getting a user dir to work in apache? I keep getting 'forbidden' no matter what I try. I've tried to set the user dir at 755, grp=users the public htm dir is 755 and the index file is 644. What do you have to do to a default 7.1 install to make ~user work?

I can't seem to set my machines time correctly. When I do, it ends up soon reverting back to GMT, as if it's using a NTP server. How can I set my machine to use a ntp server to sync it's clock, and also know it's PDT?
