fine-tuning a TOC is horrible when you have a lot of tables and figures in a
larger project:

\completecontent\page[right]
...

All goes right. But if I arrange the pages with
\setuppapersize[A5][A4,landscape]
\setuparranging[2UP]
insteed, the table of content is empty!

Also, you have used \placecontent, which you can use instead of
\completecontent.
I've tried your settings using the live ConTeXt on the wiki and it works
without the page numbers in the margin. Looking
the following in the relevant location
\completecontent

In principle TeXExec should do this automatically. Do you have a *.tuo file?
(b) The data is available via .tuo but somehow \completecontent only
writes the sections below the Content chapter, which is empty.

I'v done that using:

That will change the header, for Portuguese, notice the [pt

Most answers are no. Simply use \place... and heading of your choice.
(\complete. commands do not do more than that)
