information. One item that was referred was implementing rights
management and deploying the client out and trying the staff members on
the use of rights
I went up to the site to test, and found that the IE spiked around 35 to 41 %.
Once I shut the tab the CPU dropped back to 0%.

So, we resolved the issue late in the day, the problem turned out to be
a bad CISCO switch. We experienced a power outage and oddly enough, this
switch appeared to be online. After numerous testing, we tried to go
into the switch via CMS and errors after errors started appearing.
