The zfs format isn't ugpraded automatically.
You have to explicitly tell zfs to upgrade the format by executing:
zpool upgrade
See man zpool for more information.

under heavy design and development as has been repeatedly stated.
And no tools to build packages.
That isn't true. There are many tools that are available with IPS to
create and publish packages.
