As luck would have it, we just went through a similar problem.
Does the listener actually startup? Can you stop and restart it manually
using lsnrctl?
Ours wouldn't. We tracked it down to two problems, both security related.

I'm assuming that Informix UPDATE STATISTICS analyzes the data in a table
or multiple tables and makes fresh data available for the cost-based
analyzer. If that is true, the answer depends somewhat on the version of
Oracle you are using. The simple answer is to enter the statement:
