Late 60's early 70's .. For some reason I can vividly remember an outfit I had - the top had shoulder pads and the shorts had cuffs... If it had been a dress, it would have been something from the 40's But yes, 1970 exactly was when I had the outfit.. The shorts were safer than the mini skirts.
