I'm still waiting to hear which 'basic features' in Tiger require a
purchase of additional upgrades. I worked with Tiger in pre-release for
three months and never needed any additional upgrades for any of its
basic features. I expect a copy Tiger to arrive later this week.

I JUST purchased a new Apple system (G4 17 Powerbook) and have iPhoto
v5.0.2, still waiting on Tiger arrival. I also use Photoshop as my
photo finishing work. I just want to have a simple interface to store
the photos for reference, organization and quick scan.
Normally, you import files from your hard disk into iPhoto by 'drag and
drop' ... grab them with the mouse and drop them into the iPhoto
organizer window ... it should recognize files with a .JPG or .jpg
extension, or .gif, .tiff (and maybe some others).
Do all the filenames have the extension

Then don't use iPhoto.
Why not use the File Browser in Photoshop? If you don't know what this
is, time to buy a book...

Can you tell us more about the source of the JPGs? Are they straight

This is a very solvable problem. Worst case, a sort batch file can
load and save

iPhoto is somewhat limited in its abilities for this and consumes a LOT
of space, as it makes multiple copies of every file.
