I am working on a reconnect feature for my ftp program if the connection

This isn't really a Perl issue. This is a batch scripting issue.
If a .bat file runs another .bat file, then processing passes to that other
.bat file. It doesn't come back to the calling bat file.
To do that you need to 'call' your other bat file.
e.g.:
call lwp-download http://x.com/
