There you go, in what you found, agencies were not communicating. In fact is was against Federal law for the FBI CIA to work together/share information on anything stateside. I may have seen the report (or one like it) on the history channel. But it was easy to build a case after the fact.

I'm saying that the military protocol was not in place prior to 9/11 to fight aircraft launched from within our borders. While Intelligence was mulling over information regarding a possible threat, the strategic nature of our military was not. This was one of the problems addressed by the 9/11
