If I remember correctly, this shell was previously registered, the V5 being sold on EBay, as far as I know this is illegal. It should be possible to regain the original registration without the need for an IVA test. The DVLA V765 form process would apply, see

I understood that if you could prove the car/shell had previously been registered then the V765 could be used, a lot of older Kit car clubs have a V765 person who can inspect cars on behalf of the relevant club, I have heard of several cars that have had thier original registration number
