Ok, so it sounds like my instinct to use the Dremel to trim it back is what
everyone else is doing.

I had this same fender chain rub issue, and had a bike shop cut out that
little section of fender pretty much the same as Keith's photo. Still
plenty of coverage and no noise :)

come pre-cut.
