a bunch of binary modules, built for the kernel below
a kernel-smp rpm, matching these modules
a kernel-source rpm, matching the kernel-smp binary, but without .config
or .depend files a tarball with sources for a fc storage controller.

Well, try the following:
Make sure you have the module in the httpd.conf, using the following
line in the load module section:
LoadModule php4_modulelibexec/libphp4.so
Check the line like the folowing:
AddType application/x-httpd-php .php .inc .html
And then check if your file has one
Use up2date or apt (not part of stock distribution, but free) to apply
your updates. It will take care of dependencies for you.
The additional packages you need (if you want to do it the hard way ;)
are:
ftp://updates.redhat.com/7.1/en/os/i386/mod_bandwidth-2.0.3-2.i386.rpm
