I had the same problem as yours. My solution was to
use their SmartStart Disk to remove Compaq System Rom.

Yes I have checked and set them all kind of ways.

Well, incase anyone's wondering, after many many replies and many many hours
of trying to figure this out, I just said screw it and did a clean install
using bootnet.img instead. Now all is well. Lucky for me, there weren't any
further customizations after the previous install that I would have ha
