There is percent by volume and percent by weight. When dealing with substances that are in the liquid state you are dealing with percent by volume by convention. The info I found on eye formulation use steril saline for the diluent, as it is less stinging because it matches the salt content of the

Evening Paula, My cataract story. next eye exam having been completely dairy and lactase enzyme free for over about a year and a half, the beginning cataract was gone, vanished. Weird, huh? No sounds like a research project. Who Funded it? Not the dairy industry for sure.

Distilled water is a likely diluent for the formula. Although it does not state if the ingredients are by weight or by volume. DMSO is a liquid so I would assume that one is by volume. Since Vit C and Glutathione are solids then he could mean by weight. Why not call the pharmacy and ask for more in
