No offense, but if G729 were that important, I would implement a SBC
at the edge that transcodes. This really makes the best sense (at
least to me), because then sipx would be a standard installation (not
even behind nat or remote users) and let the SBC handle the qos as
best it could and negotiate

yes, but if the bandwidth is that bad, the 128K G.711 uses vs 32K on G.729a,
if you don't have 32K, what happens when you don't

You can only control so much. Typically from your firewall the only thing
you can do is promote or give priority to sipx traffic. Once it leaves your
firewall for the internet, it's a "crap shoot" to the remote user.
You can actuate qos settings in a remote users UA, but there is little
likelihood
The only thing you can do to help yourself is to set up outbound QoS on
both sides that way RTP packets leaving your network will have priority
in your equipment. After that it's entirely up to your ITSP to do QoS
(which they may not)

just so you know, your ISP and/or the ISP on the other end, or on any of
the 15 hops in between might not even support QOS.
