it wasn't intended. Its not a quota system, its a method of restricting
instantaneous transfer speeds.
That said, it would be useful to be able to modify bucket values automatically
via some sort of cachemgr-like interface

I would like to split my 64kbps link to 3 parts and
assig to 3 different group called 16klink and 32klink
and defaultgroup (16k). One more requirenment is, if

or not and hence know whether it is wo
You may control all the requests get by squid ACLs and delay_access
parameter.
Policy Based ACLs can also control the delay.
