the tiles from this site are not routable. It is stated on the website.
have done a test run and the lower states have been ~ 2.5G too much for
almost all Garmin models. still working on optimized tiling. some tiles are
still failing because of size.

Could someone please revert the changeset below? I accidentally quit JOSM
during an upload. Since the API defaults to accepting a changeset after
timeout instead of throwing it away, all of the nodes that were uploaded as
part of the changeset were added to the DB.
