The Boom has a built in real-time clock, so if something is wrong with the time settings on your WHS, it may not affect the Boom in the same way as the Touch. If you launch the WHS Console and go to settings/general/date and time, what settings do you have for both TimeZone (I think you said +1

Re your other questions: Size doesn't really matter, other than don't get them too big. Anything from 300x300 to 500x500 should be fine. SBS resizes them to standard sizes on the Touch. Put them in the same place you would for any other SB. There are several alternatives available, and the wiki

The playlist limit of 100 only applies when using the internal server on the Touch. If you use Squeezebox Server on another PC, the limit defaults to 500. The internal server is intended to offer basic standalone function. It is not even close to an even swap for another computer in your home

- You can plug both an SDHC card and a USB hard drive into the Touch but it will only recognize and play the first one that you plug in. There is apparently some way to eject one to play the other. Please note that this behaviour will be greatly improved in the upcoming software version

I don't think that is possible, and that is exactly the problem. A drive conforming to the USB standard announces its power requirements to the host, which can then say ok, go ahead or sorry, I can't supply that much. A non-conforming drive just announces that it uses only so much and then draws
