I'm pushing on Dell to push on Intel. Not getting a lot of traction on
that but I'll update if I do. Definitely have this issue on all my Dell
R640s with X550s though.
I also suspect the ixgbe module here. The kernel 4.4.0-141 version is
4.2.1. Going to Ubuntu's 4.15.0-43 kernel takes it to 5.1.0

xenial-updates, the kernel packages do not version their depends to
demand the new version, so apt-get will not necessarily install it

I had some luck with Dell after I told them to give me a different
machine. Finally got in touch with someone with Dell support that
checked their knowledge base.
There is an option in the Dell BIOS that has to do with "Intel VMD
Technology". The solution that Dell provided was to disable the VMD

Desktop (Ryzen 2995x, 32GB RAM, Vega 64, 250GB NVMe /, and 1TB Evo 860

I discovered that the issue seems to not actually be the lock screen.
Last night the screen timed out but did not lock as the lock is set to happen
at 30 minutes but the blank screen at 10 min.
The screen blanked and the issue occurred. I came back to the laptop some time
later and found that

I would like to add that the bug occurs after swiping the notification screen
up.
The blank screen that usually shows with the password entry box shows but
without anything on it and the applications bar on the left is still showing.
After applying the most recent update the bug seems to be
