Do you have RS installed in the usual place /usr/local/ ? Have you
checked to see that you have r3cube.js ? ;)
I have not looked close at Frank's script, but it does not use r3cube,
anyway.
BTW, the script works for me under Linux, excepting the clock.

I have now looked at the script, as I should have done before. :|
The error is beng caused by the "C" in r3Cube.js being upper-case,
windows does not seem to differentiate. Frank's script ran for me
because I had ran in to this issue about six months ago with K-Uda's
city maker (BOXGEN.JS)

That's a tad bit problematic, as I don't have proper hosting for a
real wiki and tiddly isn't really usable as a multi-user public wiki.
That basically means that I'd be the only one who can edit the wiki; I
might as well make a static tutorial.
