Just to be sure, could you paste the contents of /etc/cloudstack-release on the
VPC VR?
Also, could you restart the VPC VR and put the contents of management server
log and agent log on pastebin?

Let me say I have only 1 NIC with all the trunks 100, 200, 300
VM instances on Ubuntu 12.04LTS. Installed according to ACS docs.
Do I need to install libvirt on managment servers as well ?
Will it be a problem to work with different versions of libvirt
(ubuntu 12 and 14 have different) ?

Yes, I have 2 system VM-s running and 2 VM-s created from the base template
(CentOS). Have no problem to create/start/stop VM.
I can't start to investigate the problem, because there is no error from
logs/UI. It seems CS just ignores this task.
