I don't think this is the answer but did you notice that 192.168.1.0/16 and
192.168.2.0/16 are actually the same cidr? You are passing the same address
space twice.

You would need to look at logs to work out how this happened, but to fix it you
would simply need to find the affected instances in the cloud.vm_instance table
in the DB, and then change the state from 'Stopped' to 'Running'
