Presumably, you chose restrictive firewall settings when you installed Fedora. That installed and enabled SELinux: http://fedora.redhat.com/docs/selinux-faq-fc3/index.html#id2825207. When you did so, that meant RedHat added SELinux to the usual control mechanisms for Apache. You can do one o
