Its strange but I have a such scheme and it is working for me on my test
suite with kannel svn-r5173 :) The only different thig is that I route MT
by prefix, not by smsc-id. Nevermind, with smsc-id it will be working too.

I will share the outcome.
@Alex, we try to keep minimum sms queue on each kannel. This helps to
minimize the sms stuck on queue.
Also kannel has recent support with redis. I will test if that will help
sharing queue
If you bind two sessions for single SMPP account, one session on each
box you will get MO messages in round-robin fashion.

As far as I know, that's not possible out of the box.
In such setup, bearerbox will always try to use the first available
link, so the second one will only get some hits when the server is
under high load or when the first link goes down.
I would name that failover, not load balancing
