Window > Web panels flash during app deployment

Noticed some strange behaviour. Three panels Network Monitor, CSS Styles and Browser DOM would flash for a short period of time (~1 sec) during application deployment. None of the three panels are active or minimized right before app deployment. *Environment/Settings* Windows 10 Home NetBeans 12.1

Surely, to "cross thread" perhaps against normal practice, the argument that was presented in the "12.1?" thread ("it's not an update, it's a feature release") doesn't stand up when the suggestion for fixing a bug in an LTS release ("extensively tested") is "can you reproduce it in the non-LTS vers
