format to another is to
copy the complete cell to an empty sell
erase the cells entries
copy the now empty but formatted cell to the desired target cell (which to
my surprise doesnt overwrite the cells

No, you use a variant of similar menu options you'd use in Excel--copy
the cell, do an Edit-Paste Special, remove the check on paste all and
leave only the option for

You could use 'paste special' and uncheck all but 'format'.

The easiest way is to define a style. Styles in OOo are very powerful
