Actually, I finally get it to work.
It's a Linux problem after all. I once and for all
edited my /etc/profile.d/lang.sh and changed my locale
to en_US.UTF-8
and OOo worked like charm. :)

1) on console I typed
bash$ locale -a | less
to see what available locales are supported by my
system and ready for use. I found en_PH.utf8
(Philippines)
2) so on console I typed again:
bash$ LANG=en_PH.utf8
3) I checked it out
bash$ locale

1) That you have Hebrew fonts installed and recognized by OpenOffice/
