On my new iPhone 13 mini, when I turn off the phone to reboot and then turn it
back on, voiceover will not speak the numbers as I try to enter them for the
pass code.
Once I do enter them, through visual help, then VoiceOver works fine.

Yes, I noticed that the microphone on the watch is much better than the one on
the phone. The dictation seems to be way superior, and I love using it!
