The first time you make a purchase on a new phone, they require you to enter
this information. Future purchases should not require the same.

I see this happen frequently too.
The way I get beyond this is to back up several apps and then go forward
again. this will usually fix the issue. If not then I do the same thing

Where it says 1 of a certain number, you are in a picker. Use a single-finger
vertical flick to adjust the picker. Also, double-tap on the app name near the
top of the screen to bring up the app information.
